懷柔歷史悠久。“懷柔”一詞，最早見于《詩(shī)經(jīng)·周頌·時(shí)邁》中的“懷柔百神，及河喬岳”的詩(shī)句。春秋戰(zhàn)國(guó)時(shí)代的漁陽(yáng)郡，就位于現(xiàn)在懷柔區(qū)北房鎮(zhèn)梨園莊村。早在1300多年前的唐朝就已經(jīng)有了“懷柔”這個(gè)名稱。公元1368年明朝設(shè)置懷柔縣，與今天的懷柔區(qū)管轄范圍基本相同。2001年12月30日，懷柔撤縣設(shè)區(qū)。
Huairou has a time-honoed history.“The word ^Huairou’ was first found in the verse “Appease the gods with sacrifice and warshipfrom all the mountains and rivers”in Shi Mai·Zhou Dynasty·The Book of Songs. Yuyang County in the Spring and Autumn Period and Warring States Period is in Liyuan Village, Beifang Town,Huairou District. The name of Huairou dates to Tang Dynasty more than 1300 years ago, while Huairou County was set up in the Ming Dynasty in 1368 AD, which is basically the same as the jurisdiction of Huairou District today. On December 30, 2001, Huairou County was converted from a countytoa district.

懷柔區(qū)位于北京城區(qū)東北部，東靠密云，南連順義，西和昌平、延慶為鄰，北與河北省豐寧、灤平、赤城三縣接壤。全區(qū)總面積2122.8平方公里，其中山區(qū)面積占 89% ，是全市面積第二大區(qū)。常住人口44萬(wàn)人。
Huairou District is located in the northeast of Beijing, near Miyun to the east, Shunyi to the south, Changping and Yanqing to the west, and Fengning, Luanping and Chicheng counties of Hebei Province to the north. It covers a total area of 2122.8 square kilometers, of which the mountainous area accounts for 89% which is the second largest district in Beijing in terms of area, and the resident population of Huairou Districtis440,000.

懷柔城區(qū)距市中心50公里，距首都國(guó)際機(jī)場(chǎng)32公里，已融入北京市半小時(shí)經(jīng)濟(jì)圈內(nèi)。通過(guò)京承高速和京沈客專、懷密線、通密線3條軌道線，在交通上把中心城區(qū)和懷柔進(jìn)行便捷的聯(lián)系。從市區(qū)到懷柔，京承高速開車僅30余分鐘，京沈客專僅需22分鐘。
“十四五”將繼續(xù)完善快捷通達(dá)的對(duì)外交通網(wǎng)絡(luò)，實(shí)現(xiàn)懷柔進(jìn)入中心城區(qū)1小時(shí)軌道通勤圈，打造軌道站點(diǎn)“微中心”；構(gòu)建多樣化、高品質(zhì)的區(qū)域公共交通網(wǎng)絡(luò)，積極推進(jìn)區(qū)域智慧交通體系建設(shè)，逐步提高交通智能化水平。
HuairouDistrict is 50~km awayfrom the downtownBeijing and 32~km from the Capital International Airport as the half-hour economic circle of Beijing. Through Beijing-Chengde Expressway and three rail lines, namely Beijing-Shenyang Passenger Railway, Huairou-Miyun Railway, and Tongzhou-Miyun Railway, Huairou can reach the downtown area of the city conveniently. It takes only 30 minutes to reach the downtown of Beijing by Beijing-Chengde Expressway, and 22 minutes by Beijing-Shenyang Passenger Railway. "The 14th Five-Year Plan” will continue to improve the fast and accessible external traffic network, integrating Huairou into 1 hour rail commuting circle with the central urban area, building a “micro-center"’ for rail transfer, and establishing a diversified and high-quality regional public transport network, so as to actively promote the construction of regional intelligent transport system with increasing intelligence.

懷柔區(qū)地屬暖溫帶型半濕潤(rùn)氣候，四季分明，雨熱同期，夏季濕潤(rùn)，冬季寒冷少雪。懷柔區(qū)是宜居宜游的生態(tài)涵養(yǎng)區(qū)，生態(tài)環(huán)境優(yōu)美，素有“京郊明珠”和“北京后花園”的美譽(yù)，是北京市民休閑度假的首選地。全區(qū) 98% 以上地區(qū)屬北京市一、二級(jí)飲用水源保護(hù)區(qū)，地表水質(zhì)量全市第一；空氣質(zhì)量始終在北京市保持領(lǐng)先地位；林木綠化率、森林覆蓋率分別達(dá)到 85% 和 77% ，位居北京市首位。先后獲得全國(guó)綠化模范城市、國(guó)家生態(tài)文明建設(shè)示范區(qū)、“綠水青山就是金山銀山”實(shí)踐創(chuàng)新基地、國(guó)家全域旅游示范區(qū)等榮譽(yù)稱號(hào)30多個(gè)。
The Climate in Huairou District belongs to humid continental climate, meaning Huairou District experiences four distinct seasons in a year, rain and heat at the same time, wet summer, cold winter and less snow. Huairou District is a habitable and tourist-friendly ecological conservation area, with beautiful ecological environment. It is known as the “Pearl of Beijing Suburbs” and the “Backyard of Beijing", and is the first choice of Beijing citizens for leisure and holiday. More than 98% of the area is inside Beijing's primary and secondary drinking water conservation zone, and the quality of surface water here is the highest in the city. Air quality in Huairou is also among the top in Beijing. The percentage of woody plant cover and the percentage of forest cover have reached 85% and 77% respectively, both ranking first in Beijing. It has been awarded more than 30 honorary titles such as National Model GreeningCity,NationalDemonstrationArea of Ecological Civilization Construction,Practice and Innovation Base for the initiative of"Lucid water and lush mountain is invaluable assets”and Demonstration District for All-for-one Tourism of China.
