In recent years, the scale and quality of the service industry

in Nanjing continued to improve. It gradually emerges to the

leading position in terms of the service economy proportion,

the number of industrial enterprises above designated

size, and its predominance in competitive industries. With

significantly improved regional impact, driving capabilities,

and continuously strengthened dominant service

economy, Nanjing played an important role in stabilizing

growth, adjusting structures, and promoting economic

transformation, forming favorable conditions for further

opening up of the services sector.

Nanjing's service industry was 8.4%, which exceeded the GDP growth rate by 1.1 percentage points

during the same period.

The service industry system is more comprehensive, with diverse products and improved

achievement of balance between supply and demand

The added value in the service industry accounted for 64.1% of GDP and over 40% of the

Nanjing metropolitan area’s total in 2023, making it the first in the province.

The number of enterprises in the service industry above the designated size ranked first in

the province.

In 2023, Nanjing registered a total retail sales of consumer goods of 820.1 billion yuan, up

by 4.7%, making it among Top10 in China for a 10th consecutive year.

The service industry registered a contribution rate of 78.2% to Nanjing’s economic growth, while

FDI in this industry accounted for 83.4% of the city’s total.

In 2023, the total added value of the producer service industries was 1117.47 billion yuan, making

Nanjing the city with the 10th biggest added value among cities with trillion-yuan GDP in China.

The producer services industries such as software, technology, and finance are developing rapidly.

The services sector has formed a pattern in which finance, commerce, and software information functioned as pillars, with

specialized development in cultural tourism, technological services, transportation, and business services, and refined highquality development of the consumer-oriented services, such as healthcare, sports and leisure.

In 2023, the added value of the producer services accounted for more than 56% of that in services sector, continuing to

maintain first place in the province.

Consumer service industries has witnessed a gradual pickup. Leasing and commercial services has grown by 24%, 19.3

percentage points higher than the growth rate of the service enterprises above the designated size; culture, sport, and

entertainment have registered 13.5% and 8.8 percentage points respectively in these two regards.

The added value of information transmission services, software and information sector has

increased by 6.5%.

The revenue of software-related business reached 800 billion yuan in 2023, accounting for over 50%

of Jiangsu’s total, making Nanjing the first in the province and among the leading cities in China.

Software and information services sector has been in the first batch of advanced manufacturing

clusters nationwide.

Accelerating the construction of an international consumer center city, radiating to the 36

million population in the Nanjing metropolitan area.

Nanjing has been firmly implementing the strategy of expanding domestic demand and forming a complete

The financial industry achieved an added value of 242.58 billion yuan, up by 10%, which is 5.4 percentage

Nanjing is home to over 1100 multiple financial entities and new financial institutions. The scale of balances of domestic and

foreign currency deposits and loans, securities trading volume, and insurance premium income all ranked first in the province

and among leading cities in China. The whole industry has contributed two percentage points to the added value growth in

service industry.

In 2023, the proportion of added value contributed by digital economy ranked first in Jiangsu Province. Five enterprises have

been listed among the Top100 Internet Company in China, accounting for 62.5% of Jiangsu’s total.

In 2023, Nanjing ranked 6th among the Science Cities by Nature Index, 4th among innovative cities in China. It has also seen

107 new \"little giant\" firms, ranking 8th nationwide.

With a consistent booming cultural and tourism market, Nanjing has registered a total tourist number of 200 million

throughout the year, achieving the goal set in the 14th Five-Year Plan in advance.

In 2022, Xinjiekou's Modern Business Trade and Service Cluster and Nanjing Future Science and Technology City

were newly identified as provincial-level demonstration areas for high-quality development in the modern service

industry.

To strengthen the software information clusters represented by China (Nanjing) Software Valley, the modern finance

cluster represented by Xinjiekou Financial District and Hexi CBD, the cultural and creative cluster represented by

Nanjing Chenguang 1865 Creative Industry Park, and the modern logistics cluster represented by Nanjing Airport

Logistics Cluster, and other demonstration leading clusters such as resource convergence, platform building, policy

Centered on key areas of opening up, several pioneering and trial policies have been implemented, easing

restrictions on access by category, promoting the removal of administrative barriers, and deepening reform in

key areas. This is to further enhance the city's openness level, gather global high-end resources, and shape new

advantages in international cooperation and competition.

Nanjing has been promoting the integrated development of modern service industry and advanced manufacturing

by reinforcing services and manufacturing as two key engines. The city focuses on competitive manufacturing

industries such as integrated circuits, intelligent vehicles, steel, petrochemicals, biological medicine, and intelligent

equipment to form a sound environment for the initiative of “integrating the two main sectors”. In 2023, a total

of 6 enterprises and one industrial park in Nanjing were recognized as the provincial-level leading examples of

integrating modern service industry and advanced manufacturing, placing the city at the forefront in the province.

2022 年 12 月，國務(wù)院批復(fù)同意南京等 6 個城市開展國家服務(wù)業(yè)擴(kuò)大

開放綜合試點，明確授予南京 104 條開放政策，南京成為全省唯一疊

加“服開 + 自貿(mào)”兩大國家重大開放戰(zhàn)略的城市。

南京將緊緊圍繞區(qū)域中心城市、歷史文化名城、科研教育基地和綜合交通

樞紐等定位，進(jìn)一步推進(jìn)服務(wù)業(yè)改革開放，加快發(fā)展現(xiàn)代服務(wù)業(yè)，塑造國

際合作和競爭新優(yōu)勢，為國家全方位主動開放和服務(wù)業(yè)開放創(chuàng)新發(fā)展發(fā)揮

示范帶動作用。

In December 2022, the State Council approved Nanjing and five other cities to carry out comprehensive pilot

program to expand opening up of the service sector. Nanjing was explicitly granted 104 policies, making it the

only city that implements the two major national opening up strategies of “Comprehensive Pilot Program for

Expanding and Opening up Service Sector” and “Pilot Free Trade Zone”.

Nanjing will focus on its positioning as a regional central city, a historical and cultural city, a base for scientific

research and education, and a comprehensive transportation hub, to further promote the reform and opening

up of the service industry, and to accelerate the development of modern services, shaping new advantages in

international cooperation and competition, and play an exemplary role in leading and driving the all-round proactive
