The XPCC Subzone of Khorgos National Economic Development Zone,under the Xinjiang Production and Construction Corps, is a national-level development zone approved by the State Council and overseen by the Central Govemment. It was officially established in June 2012 and ismanaged by theFourthDivision of CocodalaCity.
The total planned area of the XPCC Subzone of Khorgos National Economic Development Zone is 30.18 square kilometers, with provincial-level approval authority.The zone enjoys the dual benefits of the"Special EconomicZone ^+ PilotFreeTrade Zone” policy, providing special treatment and support in areas such as administrative approval, fiscal tax, industrial development,and anindependentpowergrid.

2023年10月31日，國(guó)務(wù)院印發(fā)《中國(guó)（新疆）自由貿(mào)易試驗(yàn)區(qū)總體方案》【2023]17號(hào)，明確了中國(guó)（新疆）自由貿(mào)易試驗(yàn)區(qū)的實(shí)施范圍。
）中國(guó)（新疆）自由貿(mào)易試驗(yàn)區(qū)霍爾果斯片區(qū)四師區(qū)塊位于兵團(tuán)分區(qū)核心區(qū)，霍爾果斯片區(qū)依托跨境合作及陸上邊境口岸型國(guó)家物流樞紐等優(yōu)勢(shì)，重點(diǎn)發(fā)展跨境物流、跨境旅游、金融服務(wù)、展覽展示等現(xiàn)代服務(wù)業(yè)，做大做強(qiáng)特色醫(yī)藥、電子信息、新材料等產(chǎn)業(yè)，打造跨境經(jīng)貿(mào)投資合作新樣板。
On October 31,2023, the State Council issued the Overall Plan for China (Xinjiang) Pilot Free Trade Zone ([2023] No. 17), which outlines the scope of implementation for China (Xinjiang) Pilot FreeTradeZone.
?The Fourth Division Block of Khorgos Area of China (Xinjiang) PilotFreeTrade Zone, located in the XPCC Subzone's core area, relies on cross-border cooperation and the land border port-type national logistics hub advantages. 根據(jù)財(cái)政部稅務(wù)總局國(guó)家發(fā)展改革委關(guān)于延續(xù)西部大開發(fā)企業(yè)所得稅政策的公告（財(cái)政部公告2020年第23號(hào)），自2021年1月1日至2030年12月31日，對(duì)設(shè)在西部地區(qū)的《西部地區(qū)鼓勵(lì)類產(chǎn)業(yè)目錄》中規(guī)定的產(chǎn)業(yè)項(xiàng)目為主營(yíng)業(yè)務(wù)，且其主營(yíng)業(yè)務(wù)收入占企業(yè)收入總額 60% 以上的企業(yè)，減按 15% 的稅率征收企業(yè)所得稅。
According to the announcement by the Ministry of Finance,the State Taxation Administration, and the National Development and Reform Commission regarding the continuation of corporate income taxpolicies for the westem region (Ministry of Finance Announcement No.23,2020),from January 1,2021,to December 31,2030, enterprisesforWestemDevelopment that are engaged in industriesspecified in the Encouraged IndustriesDirectory for theWestemRegion and whosemain business income accounts for more than 60%of total revenue will be taxed at a reduced corporate income taxrate of 15%.

國(guó)務(wù)院賦予合作中心主要政策：
貨物進(jìn)入中心即視為出口報(bào)關(guān)即繳即退。
中心內(nèi)企業(yè)交易的產(chǎn)品免征增值稅和消費(fèi)稅。
哈國(guó)及第三國(guó)貨物進(jìn)入中心免征關(guān)稅和進(jìn)口環(huán)節(jié)增值稅。
出入中心只需攜帶個(gè)人身份證、護(hù)照或港澳通行證。
在中心內(nèi)每人每天可以攜帶8000元的免稅商品進(jìn)入中方，可以攜帶1500歐元免稅商品進(jìn)入哈方。
中心可開展人民幣跨境結(jié)算業(yè)務(wù)，開辦私人金融機(jī)構(gòu)。

01.Goods entering the center are treated as export, with customs duties and taxes paid and refunded immediately.
04.Products traded within the center are exempt from VAT and consumption tax.
02. Goods from Kazakhstan and third countries entering thecenter are exempt from customs duties and import VAT.
05. Entry and exit from the center require only personal identification， passport, or Hong Kong and Macao Travel Permit.
03.Each individual can carry up to RMB 8,000 worth of duty-free goods into the Chinese side and up to EUR 1,500 worth of duty-free goods into theKazakh side.
06.The center can conduct cross-border RMB settlement business and establish private financial institutions.

霍爾果斯地緣優(yōu)勢(shì)突出，東承隴海蘭新鐵路，西接哈薩克斯坦，鐵路網(wǎng)直至荷蘭鹿特丹。
兵團(tuán)分區(qū)規(guī)劃建設(shè)霍爾果斯站鐵路專用線和艦橋國(guó)際物流鐵路專用線，將哈薩克斯坦寬軌和國(guó)內(nèi)準(zhǔn)軌引出，在園區(qū)內(nèi)實(shí)現(xiàn)貨物換裝，增強(qiáng)運(yùn)輸通道能力。
Khorgos enjoys prominent geographical advantages,linking the Lanzhou - Lianyungang Railway&Lanzhou-Xinjiang Railway in the east and Kazakhstan in the west. The railway network extends to Rotterdam in the Netherlands.
The XPCC Subzone plans to build a dedicated railway line to Khorgos Station and a dedicated railway line for the Xinjiang Jianqiao Intemational Logistics Co., Ltd.,，allowing for the switching of goods between Kazakhstan's broad-gauge and domestic standard-gauge railways, enhancing the transport capacity of theregion.

目前，中歐班列已通行線路85條，可輻射境外18個(gè)國(guó)家、46個(gè)城市和地區(qū)，成為國(guó)際物流陸路運(yùn)輸?shù)摹包S金通道”。
作為我國(guó)向西開放的重要口岸，處于中國(guó)與哈薩克斯坦交界的霍爾果斯口岸對(duì)外貿(mào)易蓬勃發(fā)展。
Currently,there are 85 operating routes of the China-Europe Railway Express, covering 18 countries and 46 cities and regions abroad, becoming a"golden passage” for intemational land logistics.
As an important port for China's westward opening, Khorgos Por, located on the border with Kazakhstan,has seen robust foreign trade development.

公路
國(guó)家一類公路口岸，是中國(guó)西北五省綜合運(yùn)量最大的陸路口岸。
312國(guó)道、連霍高速和雙西公路等多條公路匯聚于兵團(tuán)分區(qū)，向西直通中亞五國(guó)乃至歐洲。
雙西公路作為國(guó)際大通道把新疆到西歐的廣闊地域連為一體，從連云港前往歐洲所需時(shí)間將從此前海運(yùn)的45天縮短至10天。
Khorgos isa ClassInational highwayport and the largest land port in the five westem provinces of China in terms of total transport volume.
Major highways such as National Highway 312, Lianyungang - Khorgos Expressway,and Westerm Europe -Western China Intermational Highway converge at the XPCC Subzone, providing direct access to Central Asia andeven Europe.
The Westem Europe - Western China Intermational Highway, as an international thoroughfare,connects Xinjiang to Western Europe, reducing the travel time from Lianyungang to Europe from 45 days by sea to10days.
Aviation
航空
伊犁州共有伊犁伊寧國(guó)際機(jī)場(chǎng)、新源那拉提機(jī)場(chǎng)、昭蘇天馬機(jī)場(chǎng)三大機(jī)場(chǎng)。其中伊寧機(jī)場(chǎng)是新疆第二大機(jī)場(chǎng)，旅客吞吐量全疆第三。
兵團(tuán)分區(qū)距離伊寧機(jī)場(chǎng)約95公里，距離遷址后的新機(jī)場(chǎng)約50公里。
IliPrefecture has three major airports: lli Yining Intemational Airport, Xinyuan Nalati Airport, and Zhaosu Tianma Airport. Among them, Ii Yining Intermational Airport is the second-largest airport in Xinjiang,with the third-highest passenger throughput in the region.
The XPCC Subzone is about 95 kilometers from li Yining Intermational Airport and approximately 50 kilometers from the newly relocated airport.

lliPrefecture hasabundantwaterresources,ranking firstin Xinjiang.The per capita water resources are 4 times the nationalaverage,with anannual averageprecipitationof 365.5mm. Surface water resources:16.3bilion cubicmeters, Groundwaterresources: 8.5 bilion cubic meters.
IliPrefecturehas an annualaverage of 2,898.4 sunlight hours, with 1,427.33 effective photovoltaic utilization hours. The installed capacity of new energy in the Fourth Division's CocodalaCity power grid is550,000kW.
