湖南衡陽(yáng)松木經(jīng)濟(jì)開(kāi)發(fā)區(qū)位于衡陽(yáng)市城區(qū)北郊，2006年4月設(shè)立，2013年1月正

式更名，規(guī)劃控制面積54.66平方公里，行政區(qū)劃面積23.95平方公里；是全國(guó)第七

豐富的資源為依托，重點(diǎn)發(fā)展鹽鹵化工及精細(xì)化工、新材料、新能源、先進(jìn)裝備制

造和現(xiàn)代物流等五大支柱產(chǎn)業(yè)，已形成了企業(yè)內(nèi)部、企業(yè)之間、產(chǎn)業(yè)之間、園區(qū)與

周邊地區(qū)之間的四重循環(huán)經(jīng)濟(jì)模式，循環(huán)化改造示范試點(diǎn)已于2018年6月通過(guò)國(guó)家

發(fā)改委、財(cái)政部終期驗(yàn)收，產(chǎn)業(yè)集群集聚發(fā)展優(yōu)勢(shì)日益凸顯。

With a planned control area of 54.66 square kilometers and an administrative area of 23.95 square

kilometers, Songmu Economic Development Zone is located in the northern suburbs of Hengyang City. It was

established in April 2006 and officially renamed in January 2013. It has been included in the seventh batch of

provincial development zones and the first batch of recycling transformation demonstration parks in the country,

and it is also a national high-tech industrial base and a pilot zone for the integration of informatization and

industrialization in Hunan Province.

As the largest rock salt and mirabilite resources base south of the Yangtze River, Songmu Economic

Development Zone enjoys an excellent transportation location. Based on the rich resources, the Zone focuses

on the development of five pillar industries including bittern chemicals and fine chemicals, new materials, new

energy, advanced equipment manufacturing and modern logistics. It has formed a four-fold circular economy

model within enterprises, between enterprises, between industries, and between the Zone and surrounding areas.

The circular transformation demonstration pilot has passed the final acceptance of the National Development

and Reform Commission and the Ministry of Finance in June 2018. The advantages of the development of

industrial clusters have become increasingly prominent.

Covering a total planned area of 20 square kilometers, Hengshan Science City is located in the southwest

of Hengyang City. It was established in September 2014 and was approved as a provincial development zone in

2017. It is a mechanism-innovation park and an eco-smart new city established by the municipal Party committee

and the municipal government to accelerate the implementation of innovation driven strategy and "Made in China

2025". As a provincial-level incubator of science and technology enterprises, it was included in the first batch of

military-civilian integration industry demonstration bases in Hunan Province and the fourth batch of pilot units of

the incremental power distribution business reform in China.

Hengshan Science City plans to build a "3+1" industrial development system. Relying on the development of

the new-generation information technology industry, featuring the development of new materials industry, leaded

by the development of the life and health industry, and supported by the development of high-tech service industry,

it spares no efforts to nurture listed companies and industry leaders to create a vibrant "Silicon Valley in Southern

Hunan".

過(guò)國(guó)家十部委驗(yàn)收合格，2014年9月9日正式封關(guān)運(yùn)行，是全國(guó)第三十家、中部第三

家、湖南省首家綜合保稅區(qū)，規(guī)劃面積0.85平方公里，已建成圍網(wǎng)面積0.66平方公

Hengyang Comprehensive Bonded Zone (hereinafter referred to as “the Bonded Zone”) was established

on October 25, 2012 with the approval of the State Council, and passed the inspection and acceptance by ten

national ministries and commissions on December 13, 2013. As China’s thirteenth, central China’s third and

Hunan’ first comprehensive bonded zone, the Bonded Zone was opened for formal operation on September 9,

2014 with a planned area of 0.85 square kilometers and a fenced area of 0.66 square kilometers.

Adhering to the new vision for development, the Bonded Zone fully utilizes the functional advantages

of the open platforms, takes the promotion of industrial chain development as the core, adjusts the industrial

structure, builds a multi-formats development pattern, and devotes to building a processing and manufacturing

center, a warehousing and logistics center, and a modern services trade center. The Bonded Zone vigorously

develops foreign trade businesses such as bonded processing, bonded logistics, cross-border e-commerce, import

display, inspection and maintenance, and strives to play a key role in the construction of city with strong modern

industry and a new hub for opening up.

Precise implementation of reform, improve the business environment, improve investment factors, release policy

2018年4月，國(guó)家發(fā)改委、科技部批復(fù)衡陽(yáng)建設(shè)創(chuàng)新型城市。目前，衡陽(yáng)共

有一個(gè)國(guó)家級(jí)孵化器（科創(chuàng)智谷）、國(guó)家級(jí)高新技術(shù)企業(yè)198家、19家院士專(zhuān)家

With labor resources of 4.6 million, Hengyang is rich in human resources. It has 500,000 industrial

workers, 18 maker spaces, 16 colleges and universities, and 40 secondary vocational and technical schools,

and there are 180,000 college students and 60,000 vocational college students in Hengyang, which can fully

meet the labor needs of enterprises.

In April 2018, the National Development and Reform Commission and the Ministry of Science and

Technology approved Hengyang to build an innovation-driven city. At present, Hengyang has a national

incubator (Sci-tech Innovation Intelligence Valley), 198 national high-tech enterprises, 19 academician

expert workstations and 13 provincial key laboratories. Hengyang won the only national "Promise-keeping

Incentive and Innovation Award" in the province. In 2020, there are 122 new innovation service organizations

and R&D organizations in the city, including 22 national and provincial innovation platforms. The People’s

Government of Hengyang City signed a government-industry-university-research alliance agreement with

University of South China, and successfully held the "Spring Tide · Goose Gathering" Doctor Action: CitySchool-Enterprise Cooperation Talent Introduction Negotiation and 100 Doctors Collective Signing Activity.
