Hengyang, also known as \"Wild Goose City\", is located in

the south-central region of Hunan Province, with a total area of

15,300 square kilometers and a total population of 6.497 million.

Under its jurisdiction, there are 5 counties, 2 county-level cities

and 5 districts. On July 22, 2021, the Central Committee of

the Communist Party of China and the State Council issued

the Opinions on Promoting High-Quality Development in the

Central Region in the New Era, and Hengyang was designated as

a key city in the central region. Therefore,Hengyang will play a

significant role in the rise of the central region.

Hengyang boasts an advantageous location and convenient transportation,

standing at the crossroads of north and south as well as the intersection of east and

west. Historically, it has been a coveted strategic location for military operations

and a gathering place for merchants. As such, it is recognized as one of the 45 major

transportation hub cities in the country.

Hengyang, with the transportation advantage of \"the gateway to the southwest and the thoroughfare to the north and

south\", is one of the 45 major transportation hub cities in China, and also a city characterized by land port type national

logistics hub. It boasts a national broadband backbone network, the Nanyue Airport, a thousand-ton Xiangjiang Waterway,

衡陽歷為中南地區(qū)鐵路樞紐，京廣、湘桂、懷邵衡三條高鐵在

此相交，設有5個高鐵站，3小時通勤半徑可以輻射3億人口市場。

全市公路線路里程2.1萬公里，其中高速公路668公里，穩(wěn)居

全省前列。全市“三縱三橫一環(huán)一聯(lián)”的高速公路骨架基本成

型，所屬5縣2市5區(qū)，實現(xiàn)了全部通高速，全市行政村客班車通達

率達98.5%。

2023年，南岳機場旅客年吞吐量突破89.1萬人次，貨郵吞吐量

336噸，同比分別增長113.7%和130.9%。目前，開通航線16條，通達國

內(nèi)熱門城市26個，創(chuàng)造了民航發(fā)展的“衡陽現(xiàn)象”。

衡陽擁有千噸級碼頭2個，水上客運和貨運正在以最快捷的

方式融入衡陽交通運輸行業(yè)。

2023年，衡陽共發(fā)出中歐（中亞）班列62列，貨值21.69

億元，同比增長50%；共發(fā)出湘粵非鐵海聯(lián)運80列，貨值5.12

億元，同比增長32.4%。

Hengyang has traditionally been a railway hub in central and southern China,

where three high-speed railways, namely, Beijing-Guangzhou, Hunan-Guangxi and

Huaihua-Shaoyang-Hengyang intersect. With five high-speed railway stations, a threehour commuting radius can radiate a market of 300 million people.

The city’s highways are 21,000 kilometers in length, of which expressways cover

668 kilometers, ranking steadily in the forefront of the province. The framework of the

city’s “three vertical, three horizontal, one ring and one link” expressway network has

been basically established, ensuring that all 5 counties, 2 cities and 5 districts have access

to expressways. Passenger buses are accessible to 98.5% of the city’s administrative

villages

In 2023, the annual passenger throughput of Nanyue Airport exceeded 891,000,

and the throughput of cargo and mail was 336 tons, a year-on-year increase of 113.7%

and 130.9% respectively. At present, a total of 16 air lines have been opened, reaching

26 popular domestic cities, creating the “Hengyang phenomenon” of civil aviation

development.

Hengyang has two thousand-tonnage docks, and water passenger and freight

transportation are integrating into the city's transportation industry in the fastest way.

In 2023, Hengyang sent out 62 China-Europe (Central Asia) Railway Express

trains with a total cargo value of CNY 2.169 billion, a year-on-year increase of 50%; and

sent out 80 Hunan-Guangdong-Africa Rail-Sea Express trains with a total cargo value of

CNY 512 million, a year-on-year increase of 32.4%.

Hengyang has been a commercial hub since

ancient times. The city has vigorously promoted the

dual acceleration of online and offline consumption

and the two-way integration of traditional and

new consumption. Supermarkets and commercial

complexes including Better Life Mall, Wanda

Plaza, I'sopen Square, Shanshan Outlets Plaza are

very prosperous, and the Jiefang Road commercial

center, Jiangdong area, and the High-tech Zone

commercial sub-center are becoming increasingly

mature. In 2023, the deposit balance of financial institutions in Hengyang reached CNY 576.355 billion, an increase of 9.5%;

the total retail sales of social consumer goods was CNY 196.515 billion, an increase of 5.6%.

Hengyang ranked second in the province in total medical resources, with 7.78 hospital beds per 1,000 people and

the basically established 15-minute health service circle. Taking the University of South China and its affiliated hospitals

as a lead, Hengyang has integrated municipal medical resources to construct itself the regional medical center of Southern

Hunan and the provincial TCM medical center. In addition, the city has vigorously developed the biomedicine industry,

accelerating the construction of a biomedicine industrial park. These efforts aim to better protect the lives and health of the

people in Hengyang and its surrounding areas.

售進口試點城市之后，于2022年11月成功

獲批設立“中國（衡陽）跨境電子商務綜

合試驗區(qū)”，再添“國字號”試點平臺。

2023年，衡陽跨境電商進出口額16.37億

元。出口產(chǎn)品從黃花菜、鞋靴、陶瓷到電

子書、藍牙音箱、蓄電池、特高壓大容量

變壓器、鋼管等，“衡品出海”規(guī)模不斷

擴大、附加值不斷提升。

Following the approval as a national pilot city for cross-border e-commerce retail imports in 2020, Hengyang

was successfully approved to set up the \"China (Hengyang) Cross-border E-commerce Comprehensive Pilot Zone\" in

November 2022, adding another \"national-level\" pilot platform. In 2023, the import and export volume of cross-border

e-commerce in Hengyang reached CNY 1.637 billion. Export products range from day-lily buds, footwear, ceramics to

e-books, Bluetooth speakers, batteries, extra-high-voltage large-capacity transformers, and steel pipes. The export scale of

products made in Hengyang continues to expand, with an increasing value added.

先后建成衡陽綜合保稅區(qū)、廣州港衡陽“無水港”、

衡陽鐵路監(jiān)管區(qū)等開放平臺。率先在全省設立首家駐外商

務代表處，依托特變電工等優(yōu)勢企業(yè)在境外的常設辦事機

構(gòu)，在科特迪瓦和菲律賓等國設立衡陽市人民政府駐西非

商務代表處和駐菲律賓商務代表處。目前，衡陽中歐（中

亞）班列已穩(wěn)健運行，目的地為俄羅斯、蒙古和中亞地

區(qū)，運送貨物主要為衡陽及周邊地區(qū)所產(chǎn)的鋼管、電器和

日用品，運行規(guī)模僅次于長沙，居全省第二。2022年4月

26日，開通湘粵非鐵海聯(lián)運衡陽集結(jié)中心，進一步加快了

衡陽外向型企業(yè)“走出去”。

2020年10月15日，在衡陽鐵路監(jiān)管區(qū)成功首發(fā)衡陽-比克良中歐班列

Hengyang accelerated the expansion of urban areas, zones and counties to improve the quality, absorbing the foot

湖南衡陽松木經(jīng)濟開發(fā)區(qū)位于衡陽市城區(qū)北郊，2006年4月設

立，2013年1月正式更名，規(guī)劃控制面積54.66平方公里，行政區(qū)劃面

積23.95平方公里。它是全國第七批省級開發(fā)區(qū)、國家第一批循環(huán)化改

造示范園區(qū)，也是國家高技術(shù)產(chǎn)業(yè)基地、湖南省信息化和工業(yè)化融合

試驗區(qū)。

作為長江以南最大的巖鹽、芒硝資源基地，松木經(jīng)開區(qū)交通區(qū)

位優(yōu)越。以境內(nèi)豐富的資源為依托，該區(qū)重點發(fā)展鹽鹵化工及精細化

工、新材料、新能源、先進裝備制造和現(xiàn)代物流等五大支柱產(chǎn)業(yè)，并

已形成了企業(yè)內(nèi)部、企業(yè)之間、產(chǎn)業(yè)之間、園區(qū)與周邊地區(qū)之間的四

重循環(huán)經(jīng)濟模式。其循環(huán)化改造示范試點已于2018年6月通過國家發(fā)

改委、財政部終期驗收，產(chǎn)業(yè)集群集聚發(fā)展優(yōu)勢日益凸顯。

With a planned control area of 54.66 square

kilometers and an administrative area of 23.95 square

kilometers, Songmu Economic Development Zone is

located in the northern suburbs of Hengyang City. It was

established in April 2006 and officially renamed in January

2013. It has been included in the seventh batch of provincial

development zones and the first batch of recycling

transformation demonstration parks in the country, and it is

also a national high-tech industrial base and a pilot zone for

the integration of informatization and industrialization in

Hunan Province.

As the largest rock salt and mirabilite resources base

south of the Yangtze River, Songmu Economic Development

Zone enjoys an excellent transportation location. Based on the rich resources, the Zone focuses on the development

of five pillar industries including bittern chemicals and fine chemicals, new materials, new energy, advanced

equipment manufacturing and modern logistics. It has formed a circular economy model within enterprises,

between enterprises, between industries, and between the Zone and surrounding areas. The circular transformation

demonstration pilot has passed the final acceptance by the National Development and Reform Commission and

the Ministry of Finance in June 2018. The advantages of the development of industrial clusters have become

increasingly prominent.

Hengyang Comprehensive Bonded Zone (hereinafter referred to as \"the Bonded Zone\") was established on October

25, 2012 with the approval of the State Council, and passed the inspection and acceptance by ten national ministries

and commissions on December 13, 2013. As China’s thirteenth, central China’s third and Hunan’ first comprehensive

bonded zone, the Bonded Zone was opened for formal operation on September 9, 2014 with a planned area of 0.85 square

kilometers and a fenced area of 0.66 square kilometers.

Adhering to the new vision for development, the Bonded Zone fully utilizes the functional advantages of the open

platforms, takes the promotion of industrial chain development as the core, adjusts the industrial structure, builds a multiformats development pattern, and devotes to building a processing and manufacturing center, a warehousing and logistics

center, and a modern services trade center. The Bonded Zone vigorously develops foreign trade businesses such as bonded

processing, bonded logistics, cross-border e-commerce, import display, inspection and maintenance, and strives to play a

key role in the construction of city with strong modern industry and a new hub for opening up.

衡陽綜合保稅區(qū)于2012年10月25日經(jīng)國務院批復同意設立。2013年12月13日通過國家

十部委驗收，2014年9月9日正式封關(guān)運行。它是全國第三十家、中部第三家、湖南省首家

綜合保稅區(qū)，規(guī)劃面積0.85平方公里，已建成圍網(wǎng)面積0.66平方公里。

綜保區(qū)堅持以新發(fā)展理念為引領，充分發(fā)揮對外開放平臺功能優(yōu)勢，以推進產(chǎn)業(yè)鏈發(fā)

展為核心，調(diào)整產(chǎn)業(yè)結(jié)構(gòu)，構(gòu)建多業(yè)態(tài)發(fā)展格局。它致力于打造加工制造中心、倉儲物流

衡陽白沙綠島高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)是湖南省委、省政府與中核集團戰(zhàn)略合作，共同

推進核技術(shù)應用產(chǎn)業(yè)在湖南落地的主要載體，是全國僅有的兩個國防科技工業(yè)JMRH創(chuàng)

新示范基地之一，也是國內(nèi)唯一以核技術(shù)應用為特色的省級高新區(qū)。

白沙綠島高新區(qū)位于衡陽市中心城區(qū)南向發(fā)展主軸之上，園區(qū)陸地面積47平方公

里，轄8個行政村，共有1.6萬人。東以京廣鐵路為界，南、西、北三面湘江環(huán)繞。中歐

班列湘南編組站、東陽渡千噸級碼頭均位于園區(qū)內(nèi)。

白沙綠島高新區(qū)圍繞“一主一特一輔”的產(chǎn)業(yè)體系建設，其中，以先進裝備制造業(yè)

為主導產(chǎn)業(yè)，核技術(shù)應用產(chǎn)業(yè)為特色產(chǎn)業(yè)，現(xiàn)代物流產(chǎn)業(yè)為輔助產(chǎn)業(yè)。園區(qū)內(nèi)現(xiàn)有企業(yè)

包括中核二七二鈾業(yè)有限公司、湖南核工業(yè)宏華機械有限公司、湖南中核金原新材料有

限公司和湖南紅光物流有限公司等。

Hengyang Baisha Green Island High-tech Industrial Development Zone is a major carrier for the strategic

cooperation among the CPC Hunan Provincial Committee, Hunan Provincial Government and China National Nuclear

Corporation (CNNC) to promote the landing of nuclear technology application industry in Hunan. It is one of only two

national defense science and technology industry JMRH innovation demonstration bases in the country, and the only

provincial high-tech zone in China characterized by nuclear technology application.

The Zone is located on the southern development axis of the central urban area of Hengyang City. It covers a

land area of 47 square kilometers, and includes 8 administrative villages with a total population of 16,000. Bounded

by the Beijing-Guangzhou Railway to the east, it is surrounded by the Xiangjiang River to the south, west and north.

The Southern Hunan Marshing Station of China-Europe Railway Express and Dongyangdu 1000-ton Wharf are both

located within the Zone.

Baisha Green Island High-tech Zone focuses on building an industrial system of “One Leading Industry

(advanced equipment manufacturing), One Distinctive Industry (nuclear technology application), and One Auxiliary

Industry (modern logistics)”. The existing enterprises in the Zone include CNNC 272 Uranium Industry Co., Ltd.,

Hunan Nuclear Industry Honghua Machinery Co., Ltd., Hunan CNNC Jinyuan New Materials Co., Ltd., and Hunan

Hongguang Logistics Co., Ltd.

In recent years, Hengyang City has established several systems tailored to industrial development such as “Five

Lists, One Map” and “Five Systems, One Platform”. Hengyang has also established and improved a series of mechanisms

such as the standardization of urban and rural governance, the \"UP\" model of school-enterprise cooperation in attracting

talents, “courtyard chat”, and the optimization of enterprise awards and subsidies with 53 articles. Among them, Hengyang

pioneered a “code” protection mechanism for enterprises, which was selected as the “China’s Reform Case in 2021”.

The city explored the \"1+N\" bank-enterprise docking model. It set up an enterprise listing guidance center and a

CNY 6 billion industrial investment fund. China's first \"mass entrepreneurship and innovation\" special bond was issued by
