In October 2017, in a meeting with Guizhou delegates to the 19th CPC National Congress
President Xi Jinping stated that Guizhou's achievements epitomized the great strides in the cause
of the party and the country since the 18th CPC National Congress. He expressed his high hope
that Guizhou should continue to fulfill the fundamental tasks of sustainable development and
ecological conservation, open new chapters of development in a new era, and create a splendid
future in which people live a prosperous life and enjoy a wonderful ecological environment. In
February 2021, President Xi stressed in an inspection trip to Guizhou that Guizhou should actively
participate in the development of the New International Land-Sea Trade Corridor in Western
China, integrate itself into the development of the Guangdong-Hong Kong-Macao Greater Bay Area
(GBA), and accelerate efforts to go global through the Belt and Road Initiative, to promote reform
and development through opening-up. Guizhou, as a national-level pilot zone for inland open
economy, is tasked with the important mission of exploring new development paths and acquiring
experience for the opening-up and development of inland areas.
Guizhou has faithfully implemented the important instructions of President Xi. The province
centers its overall planning on high-quality development and strives to achieve new-type
industrialization, new-type urbanization, agricultural modernization, and tourism industrialization
by blazing a new trail for West China Development, breaking new ground for rural revitalization,
seize new opportunities in adopting the digital economy strategy, and making new achievements
in ecological conservation. It is expanding opening-up to China and abroad across the board,
with the goal of becoming an inland free trade zone (port). It aims to quickly establish a highland
of inland open economy underpinned by real economy sectors of digital trade, international
mountain tourism, value realization and transaction of ecological products, and import and export
of special and competitive products, and fully build up the momentum of opening-up across the
